Steam suffers from a strange bug for some users. A lot of us cannot launch Steam in Offline mode without going Online first, while others people can. This doesn't make sense and needed to be fixed. This bug has already been commented by a lot of users (Thread). The conclusion is this: when you turn off your computer, Steam does not exit properly and therefore, your Offline parameters are not registered and deleted. The fix for this bug is this one:
As you can see, copy pasting this file each time you want to launch Steam can be annoying. All I did was simply creating an automatic program that would copy it for you and then launch Steam. It works and it does not include any Steam files. This is an automatic solution for a well-known fix. That's all. There's nothing harmful in this file and there will never be, as stated by The Vampire Dante (I hope you don't mind me quoting you):
Some people thought I was violating some rules because they thought I was actually modding Steam files, which is totally wrong.
