   my best guess...missing/overwritten/corrupt effect file. you COULD have steam validate files and go through the hell of downloading a couple GB, but, I would simply look for a mod you recently installed that edits shaders/effects and test them out one by one... "Data/Textures/Effects/". good luck.
   
   Edit: Specifically smoke effects. you need to check file paths as well, in your previous post "textures not loading", youll see on the left that the ice "smoke" swirls from the Ice Form effect are the same as this. file pathing, or missing/corrupt files.

      thank you, strange that this is happening though, since I haven't installed any mods since I started my new character a month back, and I haven't had any problems until today...

   Should say, notice black squares on ground, and smoke texture amid the ice
