This is meant to be used by casual people or second characters that you don't want to spend 20 hours crafting and gathering with. The perks are added for compensation of being unable to gain levels (past 65), and since the perks divided into every tree it's not really overpowered. The tradeskills are just as overpowered as you want them to be. ^.
