Made it so buff spells effect summons and such, adds new spells, does a little renaming, tweaks some spells, makes the drainspell bow "disenchantable" by smithing into unenchanted version, adds command spells. plus much more

This Mod changes weight of 288 potions and poisons to 0.1, even self-made ones. Skoma is still at 0.5 because i will not assist drug-users. :D
